Karachi: The draft constitution of the Pakistan Cricket Board, if cleared, will drastically clip the powers of the Chairman and give more say to sports ministry and other government officials in decision making.
The ministry of sports also had several of its officials nominated on the constitution committee which is involved in finalizing the new constitution.
The draft was sent to President Asif Ali Zardari, the chief patron of the Board, for approval last year but PCB had some reservations over some clauses and is being reviewed.
In the new draft constitution, powers of the PCB chairman have been defined for the first time in the cricket board's turbulent history since its establishment in 1962 through an SDO issued by the federal government.
The federal sports minister Aijaz Hussain Jakhrani told media after a meeting of the constitution committee that two recommended nominees of the sports ministry would now regularly sit in the Executive Council of the Board which was formerly the Governing Board.
Until recently the PCB has strongly opposed the inclusion and involvement of government in the running of the Board even though the President is the chief patron and directly appoints the Chairman.
Jakhrani said under the new proposed draft constitution, the PCB Chairman may be given directions for the efficient administration and functioning of Board.
"The Sports Ministry's two recommended nominees, approved President Asif Zardari, will regularly sit in the Executive Council," the minister added.
The Law and Justice Ministry official, he said, would not be on the EC or the General Body while a permanent official of the Sports Ministry possibly the joint secretary would be part of the both the elite panels.
The sports minister also stated that the Board can constitute committees for tendering of contracts, bidding broadcasts rights of cricket matches/series, acquisition and disposal of moveable/immovable assets.
However, a federal government nominee will be part of these committees.
"The PCB can formulate its own financial, administrative, procurement and service (human resource) rules but they need to approved from the Sports Ministry," he said.
Later PCB Chairman Ejaz Butt in his brief statement to the media said, "We never had any reservations over the constitution and this is now a broadly agreed draft."
